Tinubu Issues Directive for Integration of NOUN Graduates into NYSC Scheme and Law School.
President Bola Tinubu has instructed the Ministry of Education to include graduates of the National Open University of Nigeria (NOUN) in the National Youth Service Corps (NYSC) scheme. Additionally, he has resolved the longstanding issue of admitting NOUN Law graduates to the Nigerian Law School, ensuring they have equal opportunities as their peers from other institutions.
The announcement was made during Tinubu’s presentation at the 13th convocation ceremony of NOUN, held on Saturday at the university’s Convocation Arena in Jabi, Abuja.

Previously, in 2017, the former vice chancellor of NOUN, Abdallah Adamu, assured graduates that they would soon be eligible to participate in the NYSC and the Nigerian Law School. Adamu explained that the National University Commission’s (NUC) regulations did not permit part-time students to join NYSC, and NOUN’s foundational Act categorized its courses as correspondence, which was interpreted as part-time, thus barring students from NYSC eligibility.
In a subsequent legal battle, a Federal High Court in Port Harcourt dismissed a suit by NOUN Law graduates seeking admission to the Nigerian Law School. The graduates had filed the suit on May 12, 2015, against the Council of Legal Education, the NUC, the Attorney General of the Federation, and NOUN, aiming to compel these bodies to admit NOUN graduates to the Law School.
President Tinubu, represented by the Deputy Executive Secretary of the NUC, Biodun Saliu, conveyed the new directive at the convocation ceremony, noting that the inclusion of NOUN graduates in the NYSC scheme would follow the age requirements stipulated by law.
“With the changing demographics of our great nation, the government has recognized the importance of allowing NOUN graduates to participate in the NYSC scheme,” said Tinubu. “The doors of the Law School are now open to these graduates, ensuring equal opportunities for all. Any remaining concerns should be promptly addressed by the Federal Ministry of Education.”
He further emphasized the government’s commitment to improving quality, access, and affordability in education through the Federal Ministry of Education and the NUC. Tinubu highlighted the significant role of Open and Distance Learning (ODL) in shaping Nigeria’s educational landscape, affirming his administration’s dedication to enhancing ODL to expand access to higher education nationwide. He underscored that utilizing ODL is crucial for meeting the 2030 Sustainable Development Goals.
President Tinubu expressed satisfaction with NOUN’s progress, noting its pivotal role in advancing the government’s educational objectives through Information and Communication Technology (ICT).
